The Wall Street Journal reported that if the Islamic Republic of Iran implements a proposed toll system for ships passing through the Strait of Hormuz, Gulf countries such as Kuwait, Saudi Arabia, and the United Arab Emirates would bear between 80 and 95 percent of the costs due to the high volume of their oil exports through the strait.
