The IRGC Intelligence Organization issued an Arabic-language communique to Iran's neighboring countries, claiming the United States plans to use "Arab brothers" as human shields and warning that it will target Americans. The organization also called on regional countries to report the locations of what it termed "American terrorists" as an Islamic duty.
