Tehran, in a letter to International Maritime Organization member states, announced that "non-hostile" ships may pass through the Strait of Hormuz but must coordinate with Iranian authorities, while ships associated with the United States, Israel, and other countries deemed participants in aggression will not be eligible for safe passage.
