The Executive Director of the International Energy Agency, Fatih Birol, has proposed building a pipeline between Iraq and Turkey's Mediterranean terminals to reduce reliance on energy transit through the Strait of Hormuz, citing its precarious condition. This proposal follows earlier plans to develop a pipeline from Ceyhan to Kirkuk oil fields and extend it to the port of Faw.
